This makes sense if there is a 33% encoding increase (33% of 21mb is 7mb. 21+7=28mb) And 25% of the max size of 35mb is 27mb. I think I have answered my own question as I have typed this out but would like to know for sure. You definitely have the right idea and it seems you've done all of your homework, just remember you're bound by the organization you're sending to as well.
I tell folks that you can't send anything larger than 25 MB (unless it's to another 365 tenant.) 25MB is the size cap for most e-mail organizations worldwide so it's simply safer to leave it there. Have you zipped the file already? That may be an easy way to save some space, if the org you're sending to allows the sending of zipped files that is.
